When asked if he consumed any alcohol, Lacer said he hadn’t. Bradway proceeded to perform tests on him in which Lacer then confessed he had one beer. Lacer was unable to keep his balance and failed all three of the tests. According to the report, Lacer was handcuffed and charged with DUI and no seat belt.

As Gray exited his vehicle, Allen was shouting, “what did I do?” When asked for his license and proof of insurance, Allen could not produce valid insurance. According to the report, Allen tried to submit unsatisfactory proof of insurance. When he was denied, Allen began yelling and attracting a crowd. Allen received a citation and drove off, but quickly returned and exited his vehicle, asking for Gray’s badge number. The report states that Allen was given the badge number and was told to leave. Allen kept yelling then re-entered his vehicle and yelled “Officer Gay” while driving off. Allen was followed and arrested for disorderly conduct.
